Add Pagure

Pagure is an open source lightweight, powerful, and flexible
git-centric forge written in Python using pygit2.

Unique across Git server implementations is its ability to accept
pull requests from Git repositories not hosted on the server itself.
It also stores all project data as git repositories: issues, PR metadata,
and documentation are stored in separate git repositories associated with
the project code git repository. That makes it easy to migrate projects
across any Pagure instance, or easily inspect the data and do what you
want with it (including work offline for long periods of time!).
